The Mission of the Idaho Department of Correction is to Protect Idaho through Safety, Accountability, Partnerships and Opportunities for Offender Change
This position manages the operations of the Idaho State Correctional Institution (ISCI). It is the department's oldest and largest state-run facility and has an operating capacity of 1600+ offenders. It is the primary facility for long-term male, medium-custody offenders. ISCI also has special-use beds for infirmary, outpatient mental health, and geriatric offenders. The physical plant includes a chapel, recreation center, school, large correctional industries operation and a medical clinic. This facility provides various education, program and work opportunities for offenders to develop skills and strong work ethic for a successful release into the community.

- Plans, organizes, coordinates, directs and controls the prison’s operations and programs to establish operational priorities
- Coordinates operations within the facility with other elements within the organization to ensure program objectives and standards are established and attained consistent with overall goals
- Projects staffing, material and equipment needs for the operation and programs managed at the prison, developing budgetary requests in support of those needs
- Oversees the institutional budget to ensure expenditures are within budgetary limits and are in compliance with state regulations and purchasing procedures
- Oversees maintenance of the physical plant, establishes priorities and ensures that the institution is maintained in accordance with State Fire Marshall’s regulations, established health standards and safety practices as mandated by the Division of Building Safety.
- Develops institutional procedures in response to changes in statutes, administrative policy and accepted standards
- Determines organizational structure within the institution, develops operational plans and establishes the institution’/s strategic plan, goals and objectives
- Responds to sensitive issues raised by the media, advocacy groups and the public
- Hires, orients and evaluates the performance of subordinate managers and/or staff
- Maintains an effective line of communication with staff at all levels through reoccurring meetings, briefings and time walking the facility listening to staff concerns
- Maintains an effective line of communication with offenders by touring the institution, listening to their concerns, and responding to their written correspondence and grievances
- Monitors activities and develops reports to Division regarding key operational practices and/or indicators for potential problems and takes appropriate action
- Oversees, tests and approves institutional emergency plans and maintenance of emergency response personnel, providing direct management for all critical emergencies such as natural disasters, riots, or hostage situations
- Insures departmental programs and education policies and directives are followed
- Works with outside stakeholders in successful transition for offenders
- Insures compliance with laws, audits, and certifications are in order
- Insures food service is managed efficiently and meets all health/safety codes
- Works with law enforcement in dealing with illegal activity
- Monitors gang and intelligence information to insure staff, offender and public safety
- Works with lawmakers, constituents in problem solving issues
Seven or more years experience directly supervising staff to include Planning, Organizing, Leading and Controlling (A degree in a related field may substitute for two years of experience)
Five or more years experience working in a correctional facility which included at least two years working with adult offenders
- Bachelor’s Degree or higher and/or 10 years management and leadership experience in Criminal Justice Administration
- Understanding and experience related to modern correctional practices; the behaviors and challenges of prison populations, security requirements and techniques and practices and principals of institutional programming
- Experience and/or understanding of budgeting, personnel management, management principals and relevant case law
- Ability to effectively communicate and resolve conflicts that arise between staff, offenders and stakeholders
- Experience managing offenders and education or experience in best practices for offenders
